New Jersey Boating Safety Certificate
ARE YOU PLANNING TO HIT THE WATER IN NEW JERSEY
You might be wondering exactly what paperwork you need to legally operate a boat or personal watercraft (like a jet ski).
Navigating state regulations can be confusing, especially because New Jersey requires two distinctly different documents depending on where you plan to boat: a Boating Safety Certificate and a Boat License.
Everything down into a simple, step-by-step process.
Step 1: Understand What You Actually Need
Before heading to the Motor Vehicle Commission (MVC), you need to determine if you actually need a boat license.
a. Boating Safety Certificate (Mandatory for Almost Everyone)
You are required by law to carry this certificate when operating a powered vessel anywhere in New Jersey including oceans, bays, and lakes.
b. Boat License (Conditional Requirement)
This is an endorsement added to your New Jersey driver’s license.
You only need it if you operate a vessel on non-tidal waters (like inland lakes such as Lake Hopatcong).
-
Ocean / Tidal Waters → Only need the Safety Certificate
-
Lakes / Non-Tidal Waters → Need both Certificate + Boat License
Step 2: Obtain Your NJ Boating Safety Certificate
You cannot get a boat license without first earning your Boating Safety Certificate.
-
Take an Approved Boating Safety Course
Enroll in a course approved by the New Jersey State Police Marine Services Bureau. -
Pass the Exam
Complete the required proctored test at the end of the course. -
Receive Your Certificate
-
Temporary certificate (immediate)
-
Permanent certificate (mailed later)
-
Step 3: Gather Your Documents
Once you have your Boating Safety Certificate, prepare the following:
-
Your Boating Safety Certificate (temporary or permanent)
-
Your valid New Jersey driver’s license
-
Payment for the MVC endorsement fee
Step 4: Visit the NJ Motor Vehicle Commission (MVC)
Go to a local MVC agency with your documents.
What to Do There:
-
Present your driver’s license
-
Show your boating safety certificate
-
Request a boat license endorsement
The MVC will process your application and payment.
NOTE: If an MVC clerk refuses your temporary certificate, politely ask for a supervisor.
New Jersey law (Title 12:7-61) allows valid temporary certificates.
Step 5: Receive Your Boat License Endorsement
After processing, You’ll receive a temporary paper license and your updated driver’s license with the “BOAT” endorsement will be mailed to you
